Report by a secret inspector dispatched to Musan, Hamgyeongbuk-do Province in August 1874 (the 11th year of the reign of King Gojong). In his report, the secret inspector described the circumstances of the province and the difficulties of the poor people, suggesting his own solution.
Because the northern area of Korea did not have sufficient paddy fields or land to grow crops, the people of that area could not help but suffer from a lack of rice. Worse, the grain loan system had added to the difficulties the people were facing. At the end, he wrote about the difficulty of making the contribution of ginseng to the royal family. ′Suui′ was the clothing of a secret inspector and sometimes indicated the inspector himself.
